Project No. 11 – Construction of a modern waste management complex in Konotop city

Project concept and added value

The Konotop–Romny Cluster is one of the three waste management clusters in Sumy oblast identified in the Regional Waste Management Plan. The project provides for the construction of a single high-tech complex for municipal solid waste management in Konotop city hromada.

This comprehensive regional solution will address existing waste management challenges in the two largest rayons of the oblast. It will reduce adverse environmental impacts and the environmental risks associated with waste management, bring the waste management system into line with EU standards, and help preserve a protected natural area of local significance.

What problems does it solve? What do we strive for?

  • increasing the level of environmental safety
  • creating conditions for the complete cessation of the operation of depleted landfills in  Romny and Konotop municipalities
  • increasing the volume of preparation for reuse and recycling and reducing the volume of their disposal

Geography and cluster infrastructure

The facility will be located on a 15.34-hectare land plot allocated for the project near the city of Konotop, more than 70 km from the border with the Russian Federation, which helps reduce security risks. The complex is designed to serve 267,000 residents across 16 territorial hromadas, about a quarter of the population of Sumy Oblast.

Cluster structure:

  • Regional complex: landfill, sorting facility, composting area, leachate treatment plant and landfill gas extraction system.
  • Infrastructure in five sub-clusters, linked to the regional landfill to ensure efficient logistics and proper waste disposal:
  • waste transfer stations
  • waste sorting lines
  • recyclables preparation points

Engineering equipment of the waste management complex

The design capacity of the complex is 80 thousand tons/year.

The total capacity of the landfill is 1.54 million m³, which provides for environmentally safe operation for 19.6 years.

Functional areas of the complex

  • Sorting facility: ensures the recovery of PET, paper, cardboard, glass and metal.
  • Composting area: a site for the biological treatment of organic waste using a compost turner, a trommel (drum) screen and a covered area for compost maturation and storage of finished compost.
  • Leachate treatment: a high-efficiency plant based on reverse osmosis technology, ensuring complete treatment of leachate to safe sanitary standards.
  • Landfill gas collection and utilization: an active landfill gas extraction system with a capacity of up to 489 m³/h, comprising a gas collection network, a high-temperature flare and a cogeneration unit for electricity generation, including for on-site consumption.
  • Operations and service area: entrance checkpoint with weighbridge, radiation monitoring post, disinfection barrier with automatic wheel and undercarriage wash, diesel refueling point, administrative building, civil protection shelter and borehole.

Expected impact of the project

  • Social impact: Creation of 122 new high-tech jobs, improvement of the quality of life of 267 thousand residents
  • Environmental effect: Reducing the risks of soil and groundwater contamination, preserving the Zolotukha Mountain geological reserve, reducing greenhouse gas emissions
  • Economic effect: Income from the sale of secondary raw materials, generation of electricity from biogas (up to 489 m³/h)
